  2. Susan in the navy it means to reduced the size of the ship or cut it down lower to the ground.

    At times in the army there were to many promotions to fill few a ranks. They may have promoted but not commissioned but were ( Razeed ) reduced in rank till a spot opened up. At lest I think that what it means.
