This is the fourth and last page of the Dragoon regiment, I hope you have enjoyed reading all the information on this page as will as the other three pages. When I first started I did not have any idea the information would be so much. You may have noticed already that some of the years repeate themself, this is so but take note, although some of the years are repeats you will notice that the months do not, this is be cause every few months the army came out with a new Appointment and Promotions list. So if you passed over a year because you thought it was a repeat, you may went to go back and take a another look, you may have missed that ancestor you were looking for. Resolved, That if any of the states, in which Captain Bartholomew Van Herr shall recruit, for his troops of marechasseurs, shall give to persons inlisting in the same, for three years, or during the war, the bounty allowed by the State, in addition to the continental bounty, the men so furnished, not being inhabitants of any other of the United States, shall be credited to the quota of the State in which they shall be enlisted.

the Petition of Moore Faunt Le Ray late a Major in the Regiment of Light Dragoons, Commanded by Col. Stephen Moylan Beg leave to Report.

That the Petitioner stands charged with the Sum of Three thousand Dollars, received by him from the Military Chest in the year 1777, which sum he alledges to have laid out for the recruiting and equiping the Troop, which he commanded during the War, in the Fourth Regiment of Light Dragoons commanded by that Officer; and that he had delivered up the Accounts and Vouchers of his disbursments in the year 1779, to Col. Moylan who had neglected to return the same to the Pay Office.

That it is stated to this Board by the Commissioner of Army Accounts that Col. Moylan had received from the United States sundry sums for the use of his Regiment, for the expenditure of which he had rendered no accounts, although frequently applied to for the purpose; and that this neglect has induced the Commissioner, in the Settlement of the Accounts of the Officers of his Regiment to make Stoppages, in order to cover any balance which might be due from them on account of advances received from Colonel Moylan.

On the above Memorial; the Board beg leave to observe that it would be improper to attempt any redress of the grievance complained of by the Memorialist, before Col. Moylan has rendered his Accounts and Vouchers of the Advances made by him to the Officers of his Regiment; more especially as the Petitioner has it in his power to bring Colo Moylan to Account by legal process provided he can sufficiently establish the delivery of his accounts and vouchers, as stated in his Memorial.

They are further of opinion that the Commissioner of Army Accounts should, without delay, take the necessary measures for bringing Colonel Moylan to account for the sums advanced to him, in order that Justice may be done to the United States as well as the Officers of his Regiment, whose Accounts through his neglect are still open.
Under these circumstances, they submit to the consideration of Congress the following Resolve,
That the petition of Moore Faunt Le Rey together with the Report of the Board of Treasury on the same, be referred to the Commissioner of Army Accounts to take Order.

Monsr De Guijon.

Monsr De Guijon, a Lieutenant of Dragoons in the service of France, was sent from York Town with General McIntosh to be employed as he thought proper. He acted as a Lieutenant in a Regiment at Fort Pitt. General McIntosh represents his conduct in a favorable point of view. He now applies for farther employment; but on being told he cannot have it, he agrees to return to France, if furnished with some means to get there. The Board being of opinion that it is better to grant him a sum of money to enable him to embark than to retain him here at expence of the United States, beg leave to report:
That the sum ofdollars be paid to Monsr De Guijon to enable him to prosecute his voyage to France, it being impracticable to employ him in the service of these States consistent with the present arrangement of the Army.

August 7, 1780.

Officers and privates, so serving as volunteer horsemen in the southern department, during the present campaign, shall be intitled to the same pay and rations as officers and privates of the continental light dragoons, with an addition of one-sixth of a dollar in specie, or other money equivalent, per day, for the use of their horses; such pay, rations, and allowance, to commence from the time of their arrival at head quarters, or joining any detachment of the southern army, by order of Major General Gates; provided that such horsemen shall engage to serve during the campaign, or at least for the term of four months, after they shall join the army, or a detachment thereof, unless sooner discharged.
That, if any horses belonging to such volunteers shall be killed or unavoidably lost, while in actual service, Congress will credit the State to which the owners of such horses belonged for the value; provided, that such horses shall have been properly valued, on oath, agreeably to the laws of the said states, as in cases of horses impressed, and that the valuation do not exceed one hundred dollars in specie for one horse.

The name of Lieutenant Holliday, of the 2d Dragoons, having been incorrectly written in the list of nominations for regular promotions in the Army dated December 19, 1851, and confirmed by the Senate the 28th ultimo, I have the honor to propose a correction of the clerical error by the substitution of the name of Jonas P. Holliday instead of "John P. Holiday."

Sir: In the list of nominations for regular promotion made to the Senate the 19th of December last the name of Lieutenant Holliday, of the Second Dragoons, was given as John P. Holiday (in which way, owing to a clerical error, it had been borne on the rolls since his graduation), and his nomination was so confirmed by the Senate the 28th ultimo. By a letter, however, recently received from him, it appears his true name is Jonas P. Holliday; and it is therefore respectfully suggested, that the Senate be requested to make this change in their confirmation of his nomination.

The board having taken into consideration the letter from Major Genl Lincoln of Dec. the 2d 1779, referred to them by Congress, beg leave to report,
That so much of Gen. Lincolns letter as relates to money, be referred to the Treasury board.

With respect to the 500 dollars to be paid by the Quarter Master General under the resolution of August the 12th 1778 to such officers authorized to be in the field on horse back; who shall have their horses killed in action, the board are of opinion, that however adequate this sum might be at the time of making the resolve, yet at present, it, is on account of the great depreciation of the money--by no means equal to the object Congress had in view, and therefore recommend, Resolved, That, every officer in the army of the United States, whose duty requires his being on horse back in time of action, be allowed a sum not exceeding the average price given at the time in the department, or place where the accident shall happen for homes purchased for private dragoons, as a compensation for any horse he shall have killed in battle. This resolution to have retrospect as far as the 1st of January 1779 and the quarter master general or his deputy is hereby authorized to pay the value of such horses, not exceeding the said price, to the respective sufferers, on the facts being properly authenticated.

Note. Colonel Sumner, pursuant to assignment by the War Department, assumed the direction of affairs in New Mexico, July 19, 1851. The Territory was then in a very unsettled condition and the expenditures in every branch of the service enormous. Colonel Sumner immediately set about the work of reform, which he has continued to prosecute with untiring energy and the best results. By his judicious arrangements the military expenses of the department under his command have been greatly reduced, while, by the establishment of post in the Indian country and keeping troops constantly in motion between them, he has succeeded in restraining the Indians, to some extent, within their own boundaries, and thereby give additional security to the settlements.

Sir: The resignation of Captain H. S. Turner, 1st Dragoons, having been accepted, an opportunity is presented for the reappointment, in obedience to your instructions of the 26th ultimo, "of Lieutenant Northrop in the position he would have occupied if he had not been dropped," and I therefore respectfully bring the matter to your attention, that he may be nominated accordingly. At the time he was dropped Lieutenant Northrop stood at the head of the list of first lieutenants in his regiment, his commission dating from July 4, 1836. He should, consequently, in obedience to your directions, be restored to the same position and date of rank, which can be effected by nominating the present senior first lieutenant, Richard S. Ewell, for promotion to a captaincy, vice Turner, and Mr. Northrop for reappointment, with his former date, to fill Lieutenant Ewell's vacancy.
Lieutenant Northrop had been overslaughed several times in Consequence of his disability, prior to the date when he was dropped from the rolls.

Report of the Adjutant General of the Army relates to passing over 2d Lieutenant George F. Evans, of the 1st Regiment of Dragoons, on account of physical disability.

Sir: Lieutenant George F. Evans, of the 1st Dragoons, being at the head of the list of second lieutenants of his regiment, and a vacancy having occurred therein by the resignation of Captain Buford, I respectfully request your instructions on the question of carrying up Lieutenant Evans to a first lieutenancy, or giving the promotion to the next below him on the regimental list.
Lieutenant Evans left his company in California in October, 1850, in consequence of a severe attack of paralysis, affecting both his limbs and speech, and from which there seems but little, if any, prospect of his recovery. He is entirely unable to make the monthly sick-reports prescribed by the regulations, which are in the handwriting of his father, Lieutenant E., simply affixing his mark to them. Accompanying is the last certificate of Lieutenant Evans's physicians, dated at Gardiner, Maine, October 2, 1854.

The President of the United States this day approved and signed the following acts:

S. 59. An act to repeal so much of the act approved the 23d day of August, 1842, as requires the 2d regiment of dragoons to be converted into a regiment of riflemen after the 4th day of March, 1843.

The objections of the President of the United States are as follow.

Gentlemen of the House of Representatives:

Having maturely considered the bill to alter and amend an act, entitled "An act to ascertain and fix the military establishment of the United States," which was presented to me on the twenty-second day of this month, I now return it to the House of Representatives, in which it originated, with my objections.

First. If the bill passes into a law, the two companies of light dragoons will be, from that moment, legally out of service, though they will afterwards continue actually in service; and for their services during this interval, namely, from the time of legal to the time of actual discharge, it will not be lawful to pay them, unless some future provision be made by law. Though they may be discharged at the pleasure of Congress, in justice they ought to receive their pay, not only to the time of passing the law, but at least to the time of their actual discharge.

Sec. 7. And be it further enacted, That there shall be raised and organized, under the direction of the President of the United States, one additional regiment of dragoons, or mounted riflemen, to be composed of the same number and rank of the officers, non-commissioned officers, musicians, and privates, composing the regiment of dragoons now in the service of the United States, who shall receive the same pay and allowances, be subject to the same rules and regulations, and be engaged for the like term, and be subject to the same conditions, in all respects whatever, as are stipulated for the said regiment of dragoons now in service.

A petition of Bartholomew Von Heer was presented to the House and reads praying to be placed on the list of pensioners, in consideration of injuries received whilst a captain of dragoons in the Army of the United States, during the Revolutionary war with Great Britain, which have rendered him incapable of obtaining his livelihood by labor.

Adam Koch.

A petition of Adam Koch, late of the county of York, now residing in the county of Washington, in the State of Pennsylvania, was presented to the House and read, praying the interposition of Congress to enable him to receive the bounty of land due for his services as a private soldier in the sixth Pennsylvania regiment on Continental establishment, during the Revolutionary war with Great Britain, which has been hitherto refused, in consequence of another person, of the same name with the petitioner, who belonged to Captain Bartholomew Von Heer's troop of light dragoons, having obtained a grant for the like quantity of land, on application at the War Office of the United States.
