Crane's (Artillery) regt., from which he had secured 41 dismissal and then entered the state service as Lieutenant of Marines, on board the brigantine " Tyrannicide," serving until the vessel was destroyed; he then had been commissioned as Captain of Marines, on board the ship "Protector," in which capacity he had served from Oct. 14, 1779, but as in consequence of a new establishment for the " Protector," no Captain of Marines is provided for, and he is in consequence reduced in rank and rating to a LieutenDownes, William, ant, he respectfully protests against being compelled to accept a rating for prize shares in a lower class than the one for which he was originally commissioned; petition also states that he had spent 5 years in service, had been held prisoner by the enemy for 18 months, and had three times lost all his clothing, twice with the army, and once on Penobscot expedition.

Petition to the Council dated Boston, Dec. 19, 1777, signed by Wil- liam Foster, of Boston, brother of said Joseph Foster, asking that measures be taken to effect the exchange of said Foster who had been a prisoner on board one of the guard-ships at New York since the previous April ; also, order of Council to Commissary of Prisoners, dated Dec. 20, 1777, directing him to permit James Coates, Master of the brigantine " Fame," to proceed to Providence, R. I., and to go in a flag of truce from thence to Newport, provided Maj. Gen. Spencer would allow him one for that purpose, he giving his parole upon his arrival at Newport or New York to procure the liberation of said Foster, taken in the brigantine "Defence," commanded by Capt. Pickering, or, in case said Foster should have been released, to return a prisoner of equal rank, or return himself in 1 month's time ; also, list of prisoners dated Feb. 24, 1778, to be exchanged for British pris- oners under parole to be returned by Col. Bridge's (27th) regt., was taken prisoner or killed at Bunker Hill, June 17, 1775, and had not received the coat due him ; a/50, order dated Andover, April 2, 1776, given by Esther Fowler, for a coat or its equivalent in money due her hus- band, said Fowler ; also, list of men who received money from the public treasury for losses sustained at battles of Lexington and Bunker Hill ; amounts allowed in Council June 13, 1776 ; the sum of £4 10s. allowed heirs of said Fowler, deceased.
